You decide that the best course of action is to change the behavior of your citizens using laws. Civilian water use isn't especially efficient here, though you believe it's largely due to a lack of education. The main culprits are excessive water usage in urban areas and irrigation for water-inefficient crops in rural areas. Setting water caps in the cities and limiting the planting of certain crops (while providing more drought-hardy crops to make up for it, of course) should be a good start. You ask some of your friends in the legislature to consider the idea.
