Civilian water use isn't especially efficient here, though you believe it's largely due to a lack of education. The main culprits are excessive water usage in urban areas and irrigation for water-inefficient crops in rural areas. Setting water caps in the cities and limiting the planting of certain crops (while providing more drought-hardy crops to make up for it, of course) should be a good start. You ask some of your friends in the legislature to consider the idea.
